IV.2)Grounds for exclusion:Applicants shall be excluded from participating in a contract if:(a) they are bankrupt, being wound up or have suspended business activities, their affairs are being administered by the court, they have entered into an arrangement with creditors or similar measures or are the subject of any proceedings of that nature, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;(b) they have been convicted of an offence concerning their professional conduct by a judgment which is not open to appeal;(c) they have been guilty of grave professional misconduct;(d) they have not fulfilled obligations relating to the payment of social security contributions or taxes;(e) they are guilty of serious misrepresentation in supplying the information required by the authorising department;(f) other: see declaration on honour — Section I — Situation of exclusion concerning the person.

VI.1)Presentation and submission of applications:Economic operators interested in the contracts, the object of which is described in point III.1 of this notice, are invited to submit a request to participate.Steps to follow:a. the form for the declaration on honour is accessible on: fill in the form giving details of the company you are representing. The form must be duly signed and dated by a legal representative of the company (proof of authorisation must be provided).A copy of any official document must be attached (e.g. official gazette, register of companies, etc.) showing the company"s name and address and the registration number allocated by the national authorities as well as a copy of the VAT registration document if applicable and if the VAT number does not appear on the aforementioned official document. VI.2)Additional information:The contracting authority will draw up a list of candidates who meet the selection criteria set out in the declaration on honour.Each time a contract is to be concluded relating to the field described in point III.1, the contracting authority will invite all the candidates on the list to submit a tender.The list resulting from this notice will be used solely for contracts which fall outside the scope of Directive 2004/18/EC of the European Parliament and of the Council.The first call for tenders stemming from this call for expressions of interest is likely to be launched in September 2017. We recommend therefore that interested economic operators send their request to participate as soon as possible. Candidates will be informed of the outcome of their applications.
