        The pan-European campaign will test how effectively the commission can help enhance best practice exchanges between Member States, foster the dissemination of knowledge and expertise and influence results by soft measures whilst fully respecting the principle of subsidiarity. The project will focus on a selected number of Member States, in particular those where road safety requires significant improvements as road safety records are below the EU average. The project will facilitate the exchange of knowledge and good practices between the best performing Member States and those lagging behind. The project"s activities will take the form of different twinning exercises covering effective road safety strategies, policies and actions. Among many possible sub-themes however, effective enforcement of traffic rules should be part of the activities targeting each country, given that road users" behaviour is always a crucial part of improving road safety record.
